You're missing the lspdfr.ini and outfits.xml file, from the LSPDFR manual install drag the lspdfr folder into your GTA main directory.

They have LSPDFR, if you look at the exception it says "LSPDFR has crashed". Disregard, I read your message wrong.

Hello! The plugin traffic policer is outdated unfortunately! Due to this I would suggest removing it as StopThePed acts as a replacement.

Hey there! I have a few steps for you: 1. Go into lspdfr.ini file and set Main.PreloadAllModels to false. 2. Try removing any high poly vehicles. 3. Downgrade any 4k textures. 4. Lowering your texture quality in the GTA settings. I would suggest trying these one by one. Let me know how it goes!
