if you open your ragePluginHook.log, scroll down to the very bottom , then slowly scroll up
you will be looking for this line

normally the stuff after this line is the error message

the log is telling you, lspdfr had a Access Violation Exception,
and the plugin / code that caused it was RAGENativeUI.Internals.Screen.get_ActualResolution()
so , its telling you something with RAGENativeUI is not working correctly (normally a outdated / needs to be updated plugin)

I don't see a mod that would be causing it in ScriptHook V, do you have ScriptHookV.NET? If you do send its log please
If you don't, disable ScriptHookV (move it outside the gta folder) and try again.

I'm thinking it may be one of these:
Street Racing Editor
Speed Radar
Ped Selector
I'm not really sure though, try without those and see if the problem is gone. If it stays, put them back in and then move ScriptHookV.dll out of your main directory and see if the issue continues

That has to be some plugin you have, it would be up to you to find which one though. Look through your plugins folder, your scripts folder and look in your scripthook V log to see what files it is loading. That should help you find which one it is.

If its a FiveM ready addon this way is easier if you are willing to use LML
If you'd rather still use Albo's modding folder, add this content.xml content.xml
That should tell it that there is a carcols.meta to use in the data folder

At the bottom of your dlclist.xml you should have this:
</Paths>
</SMandatoryPacksData>
All dlc pack entries go before them

If any of them say anything about install location other than patchday22, ignore that part and go into patchday22.

You would need to install into patchday22ng for it to work properly

If you remove Police Smart Radio and your problem is fixed, feel free to try adding Traffic Policer and LSPDFR+ back in if you want to.  A lot of people, myself included, are able to use these plugins without any problems.

This appears to be a simple case of old plugins causing instability in the game
Replace/remove the plugins below (I will post links at the bottom of this post)

ALPRPlus, this can be replaced*
Crazy callouts, this one is outdated and should be removed
Custom Backup Locations, it is outdated and has been largely replaced by vanilla lspdfr features
Federal callouts, this is outdated
LSPDFR+, this can be replaced*
Officer Status Plugin, it is outdated and can be replaced**
PoliceSmartRadio/PoliceSmartRadio Extension, this is outdated and should be removed, there is no replacement yet
Traffic Policer, this one can also be replaced*
Vocal Dispatch, this one is outdated and should be replaced***
Vehicle Search, this can be replaced*
Police Toolbox, this may cause issues with how old it is
 
Felony Stop may cause issues
I don't know if Fire Callouts would cause issues
I have no idea what APIExample is and I can not find it so I can not say on that
I do not know what the plugin Traffic Control is or where to find it so I can't say on that either
