Have you modified any of the GPs ' XMLs at all? Try removing your custom grammar folder and play with the default one. Your log displays an error coming from GP, but I'm not sure why.

The issue could be caused by a faulty mods folder, rename mods to _mods and retry.

Do you have any map mods installed that potentially have a high impact on your game? Or perhaps some custom gun models?

What about all the scouts available on 11john11's gta5mods site? There should be some in the SA Policing Overhaul pack or the older LSPD pack. Texture loss is mostly caused by environmental mods or car textures. Have you tried lowering your car's liveries from 4 to 2k yet?

Thank you! The issue is that VehAccidents is looking for Policing Redefined, which you don't appear to have. Either install it or uninstall VehAccidents.

If you’re using policing redefined you’ll need another set of EUP compatible configs for PR. The ones I linked won’t affect PRs backup.

What happens if you download the manual install of LSPDFR, disable your Windows Defender for a moment, then install the contents of the downloaded file into your main directory and start RPH? All before turning Windows Defender on again. The only reason I see why RPH would get deleted is either Windows Defender or a third party software.

Can you please reload the game, force a callout and when it disregards, exit the game and attach a new log.

StopThePed comes with installation instructions. As for your other question, other than lowering texture settings in GTA V itself, there's not much you can do tbh. You're not meeting the recommended specs for GTA V at all, LSPDFR will just need even more resources to run comfortably.
