Do you have a trainer installed?

Please add the entire GTA V folder as an exception to your antivirus software. Use voogle to figure out how to do that with your specific AV software. If you only have Windows Defender, go to "Windows Security" -> virus & threat protection -> manage settings -> add or remove exclusions -> click on add an exclusion (folder) and navigate to your GTA folder.

Can you rename your mods folder to _mods and play for a bit.

Weird. Can you right click on your GTAV folder, hit properties -> security and give each of the options all "full control".

Can you show me the details tab of the RNUI version in your game directory Right click->properties

That means something in your mods folder is faulty. Revert recent changes or start a new one.

Double heap and packfile value, and set the resource adjuster value to 7-8000. Then retry.

Does the game start without RPH?

It's called ResourceAdjuster.ini. Also, tell me how many GB of ram your GPU has.

What are the values in the ini for the heap adjuster, packfile adjuster and gtav resource adjuster?

After installing GTA for the first time and doing what yasd suggested, have you ever moved your GTA V installation? The only reason I could think of that would cause this is moving the GTA install files to a place the launcher wouldn’t suspect it in forcing the game to fully reinstall. Even if originally only one file was missing.

Sometimes this happens when the arrest animation of the bugs out, especially when a AI cop and you try to arrest at the same time. This shouldn’t happen consistently. If it does your issue is most likely to be related to something else.
