If you launch GTAV with RAGEPluginHook (but don't load LSPDFR), is traffic normal? You could always install a custom gameconfig / modify your existing one to increase the spawning. Specifically: <VehicleAmbientDensityMultiplier_Base/> and <VehicleAmbientDensityMultiplier/>

Hey there! IG Callouts needs to be updated. Additionally, CalloutInterfaceAPI does not belong in GTAV/Plugins/LSPDFR, but rather your GTAV folder. I hope this helps. 😄

If I'm not mistaken, UnknownBastion slightly misunderstood the question. If you are looking to change the interval between an escaped suspect being spawned -> Ambient.EscapedSuspectEncounterInterval. If you are looking to change the time you have to 'relocate' a suspect after losing a visual -> Chase.SuspectEscapeTime. @GTAbear This might explain why you didn't see a change! 🙂 I'd recommend using this page, too:
