On the RAGE splash screen click the gear icon. Does it work then?

Go into your commandline and clear the contents Then in the RAGE settings set it to load no plugins on startup. When you are in-game load them manually using the RAGE console

Place LSPDFR in that map? LSPDFR isn't installed in a mods folder -> that is for custom vehicles etc.

I see you kept PoliceSmartRadio. Was that delibrate? If so, rename your mods folder to _mods and see if you still get crashes

You could try deleting files in your mods folder -> that way it will revert to the vanilla files.
