First of all, your plugin timeout threshold is 100,000 -> decrease it to 60,000 as that is the maximum. You also have some out of date plugins that I strongly advise you remove. They are in bold below:

Do you get any error message? Also - how are you trying to spawn them? As in, are you typing the model name?

Rename your mods folder to _mods and see if the issue persists.

Adding on, For replace vehicles you should install them in this path: GTAV\mods\update\x64\dlcpacks\patchday24ng\dlc.rpf\x64\levels\gta5\vehicles.rpf\

Have you tried spawning it with a trainer?

These are addon. Did you add it to dlclist.xml?

Could you send a log of that -> one will always be generated even if there isn't a crash.
