Rename your mods folder to _mods and retry.

If you open OpenIV does it prompt you to update your mods folder?

Please attach your RagePluginHook log - a text document found in your main directory You have an error in your mods folder and, as you can see, it works when disabled. If you have a gameconfig + heap/packfile adjuster installed then you have an error. If you need further support I advise you make your own thread 👍

Aha! Now this actually gives us some info. You need to make the GTAV folder an exception to your antivirus + Windows Defender.
