Rename the vehicle files appropriately to reflect a replaced model. To have backup use addon vehicles, edit the relevant XML files (agency.xml and defaultregions.xml if you use Ultimate Backup).

LSPDFR uses native GTAV notifications; could you please check your GTAV settings and confirm that Phone Notifications are enabled? That's the only thing coming to mind.

Try launching it from Epic Games directly; how does that go?

It sounds like you did not install the external requirement ScriptHookV. Please read the documentation to make sure you install all required files.

You sure you put the original vehicles.meta? Then it may be another; either way you've changed something somewhere that is affecting POLICE2, so see if there is anything else to revert.

That's the point. We disabled the mods folder.

Rename your mods folder to _mods and retry.
