Hi there, seems to be a mods folder issue. Try renaming your mods folder to _mods.

Launch normal GTA first, then when your loaded in to storymode, ALT+TAB out and launch rage.

No problem! It is recommended to remove the other two though because they tend to cause crashes. If you need anymore help, i'm here. Also, if you renamed your mods folder, you can go ahead and rename it back to mods.

Clear your commandline.txt, save & close. You have a lot of plugins so rename the LSPDFR folder inside of /plugins _LSPDFR

You wont be able to, they are outdated and will cause crashes. there are some alternatives. Stop the Ped and Compulite.

some vehicle slots work in PD23ng, most don't, so put all your vehicles in PD22ng for the time being.

@BLVK13 remove in Plugins/LSPDFR - ComputerPlus, LSPDFR+, and Interaction+

Delete GTA5.exe from your directory, then verify your game files.
