Remove CheepCallouts

Restart your pc and make an exception of the game by your antivirus. If the problem will be not resolved disable also Windows Defender. Again if you don't resolve it clean your folder. If you continue to have problems disable Games Overlay from Nvidia Geforce Experience

Yes, the latest GTA 5 version is the 1868 (.1). The build version 1737 is obsolete. Where are you installed the game?
