How many antivirus have you installed and which have in addition to Windows Defender?

You can try to reinstall each plugin that use this folder and watch the potenzial problem. Usually the problem is a model so install EUP again and then install the pack and if the problem appear install another package

This is a Ragepluginhook file so this file you can find it in the Ragepluginhook installation or from the manual install of LSPDFR (highly recommend)

Ok try other steps and re-activate Windows Defender. Try to clean your GTA 5 folder and if the problem is still present try to disable Games Overlay from Nvidia Geforce Experience

Install the plugins that are more updated how the Bejoijo's plugins, Red Callouts, UnitedCallouts, ...
