Remove all your plugins, because are obsolete

The game crashes when LSPDFR starts. Try disabling the LSPDFR auto-start option from Ragepluginhook settings. So start LSPDFR from the commandline.

This seems like an error due to Ragepluginhook. Try reinstalling lspdfr using manual installation. If the problem recurs let me know

As for random arrests try to rename the mods folder to _mods, if you have one. For the second problem it is normal to have FPS drops with LSPDFR since it uses a lot of resources. For example, if in GTA 5 you have 70-80 FPS, with the mod you can have 40-50.
