Yes, you can disable random chases: try changing this setting in the LSPDFR (.ini) file: Ambient.DisableEscapedSuspectEncounter = true

I would need the full log to check in more detail the problem, but I can tell you guess that most likely the cause of your problem is a mod that you installed inside the mods folder. To verify this try disabling the mods folder, renaming it to _mods. See a little, if it gives success

I'm almost sure the problem is some addon vehicle you've installed. I can't tell you exactly what specific one(s), for this you have to go to intuition. Start removing those packages one at a time to see if any of those gives problems
