If you keep having problems playing GTA you may try out my method to avoid updating your system. Thanks to this method, I am still playing the 1.1604.0 version...
If your game has already updated, you will need the backup files of gtav.exe and all likewise files that are directly responsible for launching your game. Once you have that, do the following:
Replace updated files with your backup (only if your game has already updated).

Launch the game normally, with your Internet connection on.
Once a download progress bar appears, hit "Cancel" button.
Switch Internet off on your device.
Re-run the game normally.
When prompted about a failed server connection (something along these lines) hit "offline mode".
You will now be able to play as usual for some time, until the next "activation required" message appears...
...and when it appears, repeat steps 2 - 6.
This method basically works on a premise that it is enough to simply make a "handshake" with R*'s server to be ticked as "activated" / "authenticated". You really don't have to download the entire update to be able to bypass online activation.
Make sure that you take these steps on a regular "story mode" run of your game. Only then, launch RPH and LSPDFR. Taking these steps with RPH run may be more difficult and cause a crash or some freezes.
Of course, I can't guarantee that these steps will work for you and that you will be able to play your favorite game. But I encourage you to try nonetheless as it has worked for me for almost a year now.
