Do you have any add on cars? Or EUP setup for the ai through ultimate backup? If so it is most likely on of those. Also you could try to disable your anti-virus. I ran into a similar issue a few days ago.

Do you have asi loader enabled in Openiv. This allows the game to read your mods folder. Also to be safe make sure your cars are in the most recent patchday DLC folder.

Do you have EUP Law and Order installed? It is separate then the EUP menu
