Update your RageNativeUI. Install the dll and xml into the Main Directory.

If renaming mods to _mods works, rename _mods back to mods and try:
Installing the gameconfig, Heap, and Packfile Adjusters.
If that still doesnt work, you can remove what you added recently one by one and test after each removal.
If that still doesnt work, you will have to restart the mods folder.

Couple of things:
1. Update: Automatic Roadblocks, Forestry Callouts, Immersive Ambient Events, and The Feed Flusher.
2. Remove: OfficerPorciPlugin and Road Incident Callouts
3. Go to: GTAV/Plugins and remove the EUP folder (make a backup first). Then reload EUPMenu ingame and test.
4. There is an error in TrafficStopQuestions.xml. Revert any changes made recently or get the default one.

Still missing or have incorrectly installed Spotlight.

Re-add the Ambient spawn entry I posted above. It still isnt entered.

Couple Things:

3. You are missing files for Computer+. Please re-install using the above link.

Make sure _mods is named back to mods. If the game crashes after doing so, you have an issue with your mods folder.

2. Remove: ALPRPlus, AmbientAICallouts, Code 3 Callouts, County Callouts, MoreRadioChatter, Officer Status Plugin, PeterUCallouts, Riskier Traffic Stops, SaferChasesRPH, and Traffic Callouts.
3. Move: CalloutInterfaceAPI from Plugins/LSPDFR to your Main Directory.
4. Go into the lspdfr folder and open the lspdfr.ini and change the following to reflect below:
Ambient.DisableEscapedSuspectEncounter = true

Couple of things:
1. Update: Traffic Policer
2. Remove: Immersive Dispatch (comes with Grammar Police), Traffic Callouts, and WoutersCalloutsV.
3. Go into the lspdfr folder and open the lspdfr.ini and change the following to reflect below:
Main.DisableGameBlipHiding = true

Now install ELS and one ELS enabled vehicle. Then test ELS.

In OpenIV, go into mods/update/update.rpf/common/data and open the visualsettings.dat. Then change the following entries to reflect below:

car.defaultlight.day.emissive.on 1700.00
car.defaultlight.night.emissive.on 1100.00

It's having an issue with a Rage.Ped. Most likely caused by a custom uniform or something similar. Rename mods to _mods and see if the issue persists.

You need to change whatever keybind you have as * in the PoliceSmartRadio.ini file. It is not accepted.

Go into mods/update/update.rpf/common/data and delete the gameconfig from there. Then make _mods back to mods and see if ELS works.

Couple of things:

1. Update: Ultimate Backup
2. Remove: RiskierTrafficStops
3. Move: CalloutInterfaceAPI from Plugins/LSPDFR to the Main Directory.

Additionally, you have errors in the TrafficStopQuestions.xml. Revert any recent changes made. 

If the error regarding the charges is happening with that specific pack, report it to the Developer.

It would have to be somewhere in the computer menu. If that isn't sufficient, you can use CompuLite as that does show the results.

If it's a black screen with Loading LSPDFR in the bottom right, see below:
Close down your game.
Go into the RPH Settings (hold shift after launching RPH, or click the silver cog on the splash screen).
Go to the Plugins section.
Select the option to load no plugins on startup. Save and launch.
Once you're in-game, press F4 > type ReloadAllPlugins. Go on-duty as normal.

As long as they are better than the recommended specs for GTA V by a reasonable amount, yes.

Couple of things:

1. Update: RagePluginHook/LSPDFR, Grand Theft Auto V, and Police Menu.
2. Remove: CountyCalls (including DLGlobal), MoreRadioChatter, and Regular Callouts.

To Update GTA V: 
Delete the GTA5.exe in your GTAV folder. Then verify game files.

You need to install Damage Tracker Framework for Better Hit Reactions to work properly.

Couple of things:

1. Update: Assorted Callouts, Definitive Callouts, DekoKiyo Tools, IG Callouts, Section136Callouts, and Urban Callouts.
2. Remove: BOLO Calls, Callout Manager, Dangerous Callouts, Emergency Callouts, FBI Callouts, High Priority, Protection Squad, Ridiculous Callouts, Road Incident Callout, Stations 19 Callouts, Typical Callouts, Wilderness Callout, WouterCalloutsV.
3. Move: RageNativeUI from Plugins/LSPDFR to the Main Directory.
