Try launching GTA 5 first and when it gets to the lights and sirens, tab out and launch RPH.

Hello, Do you have any addon vehicles, mods, callouts installed? Sometimes if you are using a lot of addons this can be the issue. It can also be caused by using outdated plugins/callouts. Hope This Helps! 🙂
