Change the Megaphone UI Menu key to something else. That key is already being used and appears to be the reason for the error.

The issue itself, from what they said, has more to do with their callouts not appearing in-game even without Callout Manager.

Ah yeah...my bad...I was kinda on auto-pilot around that area. But yeah, it uses the most recent API so its fine.

Make sure you have these installed: 1. Rage Plugin Hook v1.81 2. LSPD First Response v0.4.8 by G17 3. Rage Native UI v1.6.3.0 by alexguirre 4. Ultimate Backup latest version by BejoIjo 5. CompuLite latest version by BejoIjo Some of these are required and some aren't. But its better to have them all as they all make the game better.

Dont load it on startup and then load LSPDFR once in-game. Also, make remove everything except LSPDFR from Plugins and Plugins/LSPDFR.

Hmmm...everything seems fine....did you make sure to load LSPDFR once getting in-game?

Go into CommandLine.txt in the Main Directory and remove everything and then add -windowed and then save and exit. Then try again.
