LSPDFR Not Starting Properly
What do you mean it "doesnt load properly"? Try launching GTA V normally first. Then once fully in-game and you can walk around, tab out and launch RPH. See if you can use LSPDFR then.

Please send your RPH Crash Log. Its a txt file in the Main Directory called either RagePluginHook or RagePluginHook.log.

1. Remove Wilderness Callouts. Its outdated. 2. Make sure you update both Arrest Manager and Traffic Policer and have LSPDFR+ installed. Then try again.

1. Go into Task Manager and close out any background instances of Rockstar Games/GTAV. 2. Launch GTA V normally. 3. Once fully in-game and you can move around, tab out and launch RPH. See if that works.

Not possible from the default ini. You can look for a plugin that might do that, but not much else beyond that.

Issues getting game to load
Holy mother...that is a messy Directory. Right... 1. Remove the audio, chars, and date folders. They do not belong in the Main Directory. 2. Remove all ScriptHookV.NET files. It has been known to cause issues. 3. AdvancedHook should only have one file. That is the one that comes with ELS. Any others need to go. 4. Rename LML to _LML and ModManager to _ModManager. Then try launching your game. If you are still having issues, you may need to completely clean your directory and start over. Below is a clean directory screenshot you can use for reference. Once you have cleaned it, verify game files and re-install manual LSPDFR and try again.

D&D/Replace Vehicle files not completely dropping
Make sure that after you download the vehicle, you extract the files to desktop first and then try adding them to OpenIV in the path: mods\update\x64\dlcpacks\Patchday28g9ec\dlc.rpf\x64\levels\gta5\vehicles.rpf. Ensure that Edit Mode is on.

You can either remove them one by one and test after each removal to find the issue. Or restart your mods folder.

Launch normal GTA V, see what happens. If that crashes, rename mods to _mods. If that doesnt crash, try starting normal GTA V first. Then once fully in-game and you can move around, tab out and launch RPH.

Keep in mind, each issue is different. It would be more productive for them to send their log. That way we can clearly see what is going on during the crash.

GTA V
Rockstar has updated GTA V recently for Part 2 of the Last Dose missions. However, this update did not mess with the game version. Once you update the game and update LSPDFR/RPH/SHV, you should be good to go.

At this point, you are just arguing semantics. Which is pointless. The OP was looking for a way to restrain dead peds, and one was provided. I don't know why this is even being argued.

This is standard for most departments. As on more than one occasion, suspects have been known to get back up even after being shot multiple times and continue to fight.
