If its a base LSPDFR setting, you can go into the lspdfr.ini and change the appropriate entry. The wiki here will help you figure out which setting it is.

Install Callout Interface and ensure that CalloutInterfaceAPI is installed to the Main Directory. Also install RageNativeUI to Main Directory. Additionally: 1. Update: Traffic Policer 2. Remove: ForceACallout. You can force callouts with Callout Interface.

Is there any way to uninstall .oiv File?
You can use 7Zip/WinRaR to open the OIV. Then you will find an assembly.xml that will tell you every file location that was modified by the OIV.

LSPDFR itself doesnt come with RNUI. Most likely it came with a plugin you installed. No. It's simply an older RNUI version that you had.

You are missing the VehicleSet end tag. As seen in the log "VehicleSet' start tag on line 31 position 6". You need to open the CustomRegions.xml and correct the VehicleSet entry found at the position above. You can locate this by using Notepad++. Additionally: Update: AIRespond, Kuchera Callouts, and SpecialCallouts. Keep in mind SpecialCallouts is being discontinued. Remove: Emergency Callouts, Regular Callouts. Move: CalloutInterfaceAPI to Main Directory.

From the CustomRegions that you sent, I have fixed it. You had two Vehicle start tags in the section mentioned in your log. Here is the file back. Obviously rename and add it. CustomRegions - Copy.xml

Tags match up fine on the SpecialUnits. Can you send the CustomRegions.xml to be inspected?

LSPDFR plugin keeps crashing when going on duty.
You need to update RageNativeUI. You can do this by dragging the files into the Main Directory. Additionally, go into the CommandLine.txt in the Main Directory and clear out the contents and add -windowed. Then save and exit.

I believe it can be both. You can keep it off, but just know you may run into issues.

Keeping it off may causes crashes with custom vehicles. Cause you have a callout installed that has it packaged in the Plugins/LSPDFR folder.

Not sure how those correlate. But have you considered installing Resource Adjuster to help with texture loss?
