Rename mods to _mods and try again. If still having issues, please send the RPH Crash Log. It is a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. It is NOT in the Logs folder.

Rename it back to mods and do the following: 1. Install the Gameconfig, Heap Adjuster, and Packfile Adjuster. 2. If that does not work, remove what you have installed recently to the mods folder one by one and test after each removal. 3. If you still cannot find the issue, you will have to restart the mods folder.

Where did you install the replace vehicles to?

I'm not sure about the rest because I never really used them but the ELS control panel is Ctrl + P.

Huh...well I'll be. That is a first. "This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms." I had a ask around about this when you initially mentioned FIPS. The individual I asked said that if the computer you are on is government/business owned, it might be something blocking RagePluginHook from running.

That is not the correct log. Please send the RPH Crash Log. It is a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. It is NOT in the Logs folder.

Why does it look like your log is three logs combined into one? LSPDFR and its plugins look like they were loaded three separate times with no clear crash to indicate why it was reloaded. Regardless, the only thing I could see for MCCallouts was some missing audio files from it. I would suggest a re-install of MCCallouts.
