Will after some investigating I found out there is no other way to fix the FIPS error, FIPS restrict some functions of your PC and that's the reason of blocking RagePluginHook, I just disabled the FIPS policy and I had to change my other application's settings. Also thanks UnknownBastion for giving guides

every time I lunch the LSPDFR my game crash middle of loading but when I turn my FIPS policy to disable my game runs without any problems, but some of my software's only work when FIPS is enabled and I had to change the policy every time
