A list of what works and what doesn't with LSPDFR 0.4. Feel free to add.
Here is my list of stuff that works. All of Bejoijo's stuff Most of the callout packs ELS of course because you can only break it with script hook Grammer police Custom pullovers Jurisdictions+ Stuff that may work or may not work but I dont use anymore All of albo1224's stuff. Bejoijo's plugins replaced it Vocal Dispatch CopHolster. Has a major bug where your gun will not reholster. Mod has not been fixed in years so stay clear of it. That's all that I have installed right now, thanks to the versatility of Bejojio's plugins I don't have to run a billion different plugins and crash my game in order to work right.

GrammarPolice
This plugin is a fantastic continuation and revamp of vocal dispatch. I have enjoyed it so far and the creator has been extremely helpful and supportive. This is the perfect example of how to do a plugin rework right!

ELS Charleston PD texture/model?

Sheriff Josh Gilbert
From the album: Blaine County Sheriff's Office
Sheriff Gilbert, after resigning his post at the Los Santos County Sheriff's Department, ran for sheriff in Blaine County and won undisputed due to an "executive order." When asked for comment on why Sheriff Gilbert decided to do this he replied, "Well, I hated Los Santos. It was a literal shithole that I tried, but couldn't fix. Plus I grew up in a rural area and I wanted to get back to my roots. I much prefer the smaller department and less populated county. The people are nice and friendly and we have a great community. Its still a dumpster fire, riddled with crime, but at least I will enjoy the country and people more so I call it a win." The Sheriff's campaign goals are to "Make Blaine County less of a dumpster fire. And improve the training and resources of the department." This statement was made before the protests for reform and defunding the police. The Governor of San Andreas is considering cutting the global funding for all law enforcement but instead decided to leave it up to individual counties and cities with their departments respectively. Los Santos County has already cut its funds by 15%. The new Sheriff of Los Santos County, Rosco, and Chief of the LSPD Jones commented that it was a mistake to do so. Rockford Hills Police and Del Perro Police refused to comment. When asked, the County Commissioner of Blaine County stated he would never take away funds from his departments, who are already underfunded. Sheriff Gilbert made some comments about defunding the police and the riots. "If you take away our money? Who is going to show up to protect and help you? We are already tight on money...If people try to riot in my county, I recommend every citizen who has a gun, which I also recommend to have anyway, to blow them back out their door if they try to come into their homes or businesses." We will just see how this new sheriff turns out. (The real reason I switched from LSSD to BCSO is that I hated patrolling in the city and the very small part of the county. I like Blaine County more with its small-town vibe and is honestly more fun to patrol with more diverse locations.) -
You done fucked up
From the album: Blaine County Sheriff's Office
Two Blaine County deputies were called to an attempted arson attack where they found Mark Gregory walking around with a gas can. When they stopped and asked him what he was doing, he pulled a gun and tried to shoot the deputies. Thankfully the deputies reacted fast enough and put several bullets into Mr. Gregory, making him drop his gun and surrender. He was checked out by a paramedic and charged with Attempted murder of a law enforcement officer and arson. Both deputies were commended on their actions. -
ELS Charleston PD texture/model?
Well either someone will make them, or if you want, you can learn how to do vehicle textures and find some ELS packs that you like and retexture them in Paint.net. I learned how to do it for EUP and its not super hard, just time consuming.

Character always Insulting Peds
Some plugins allow you to change dialog. Would be a cool audio pack if someone really wanted to do a whole bunch of voice lines to replace all of the files. Hell I could do it if I had the time or patience, which I only get if its a paying gig currently.

EUP Uniforms with regular backup
Absolutely. Its only as painful as the amount of cars you have. When I did it for dispatchworks, shit took me weeks to get it to the point I was happy with it. I only have 5 addon packs for departments now and it only took me about a couple hours to get it perfect. Maybe i will release my jurisdictions+ files for dispatchworks at some point so others dont have to do what I did.

Traffic Policer still needed for STP?
There is a plugin for custom pullovers that isn't traffic policer? Could you be a friend and send that file link to you friendly neighborhood county sheriff? That was the only thing I missed when I got rid of all of Albo's stuff. I had to keep cancelling and rebliping the cars until they pulled over in a manner that would at least not get me killed.

Low Staff
From the album: Blaine County Sheriff's Office
When there is a lack of officers, the sheriff isn't afraid to get out there and get his hands dirty. (Amazing BCSO pack by Ripple. I use his stuff for pretty much every department except the Paleto Bay Police Department.) -
EUP Uniforms with regular backup
I learned this after really diving into lspdfr 4.0 Its great once you set it up with all your packs, the pain is of course spending hours setting it up, but it really pays off.
-
Backup type
The closest thing would Ultimate backup by BejoIjo where you can have police buddys and partners when you call them in. but I doubt they will do what you are saying. Could be cool.

[Sugestion] Up the rank corp
This has been suggested before, and the game police simulator:patrol duty (dont recommend it) put it into practice. Its more of a hassle than payoff to put it in. Is it a cool concept? Yes. Will it happen? Probably not.

Thoughts on a new Policy/Rule
You should not force devs to make unnecessary changes or additions to their mods. Yes it might be curtious, but that is for the dev to decide if they want to put in the effort to make a downscaled version.

San Andreas State Patrol Uniforms
Literally using jurisdictions+ and the regular in game agencies is pretty much as lore friendly as it gets, unless you want to go the extra mile and use vanilla style cars for the departments in the addon pack dispatchworks which has over 200+ lore friendly cars. That is litteraly going beyond the lore of rockstar at that point.

Callouts Ideas
Honestly I would be a fan of a callout pack that is more focused on realism rather than another action cop movie with chases and shootouts 24/7
-
Paleto Bay Roleplay
There is LML (lenny's mod manager) but that does not work for me and is super buggy. To do GTAO you honestly just need a seperate game folder or move all the modded files out when you wana do it. My necessatiy mods are all of BejoIjo's stuff and a few callout packs, honestly all you need is right there. There might be some map mods for paleto and of course there are countless ones for the station and paleto bay police (or paleto sheriff or blaine county sheriff if you fancy that). There are no house mods that I know off.

I did a thing
Only 1 small error for you? That's a much better experience than I have had using the plugin. My friend installed it on his sever and it was a shitshow. We couldn't even arrest people. I even tried official fivepd servers and they all had major issues as well. I am assuming this is due to FivePD being so new and hasn't worked out its kinks yet. I will revisit it in a year to see if it has improved.

Perserverance pays off
I agree, I would like a mod (or even incorporate it into LSPDFR itself) that allows you to do stuff off duty or even on duty like buying food or gas. I am not to keen on the necessity part as I have been in ESX servers and it honestly is a pain in the neck more than a cool feature as you can die if you forget, or if you are in the middle of a scene and you cant get the necessity taken care of.
-
Detective Mod
The closest thing I could get for you is some callout packs that have calls for investigation and more secretive and sneaky things. Don't have any off the top of my head, but look at some callout packs and you will find one right for you.
-
What are some "must have" plugins for LSPDFR?
Literally all of BejoIjos plugins, its a necessity for me now. I also recommend united callouts and red callouts. Both are really good. And if you can get it to work, Costal Callouts is always a great addition. I still cant make lml work right but I will get it one day.

LSPDFR Police Bicycle Traffic Stops [SOLVED]
Sweet, BMX patrol time!

Some quality of life suggestions
I believe that 4.0 really ramped itself up with base content, and the plugins got even better of course. The introduction a character system was great, and having the ability to customise a lot of the agencies, and other things was super cool. In my belief, you can enjoy a basically vanilla lspdfr with just using BejoIjo's stuff since he pretty much combines as many features from other plugins into a few plugins and pretty much smooths over the experience. He even made some callout packs (which honestly weren't the best in my opinion, but were super simple) to liven up the experience a bit. We really have come leaps forward with modern LSPDFR and its modding scene vs when it was released. Hell even LCPDFR in its prime and later years doesn't get the same love that this mod does. Its really incredible honestly.

Traffic Policer still needed for STP?
Honestly BejoIjo's stuff has replaced a lot of other plugins, specifically Albo's for me. Its great because for some reason his stuff is way better optumised and I get much better performance than when I started using LSPDFR way back when.
