So do you just open notepad and type those in and then click save as and save it in GTAIV root with the title commandline.txt?

A lot of agencies have computer databases these days. Would rather have the developers focus on other things. This is not needed and probably not even possible with the way GTA works

Lower it at a low rate at a time. That way you dont have to restart the game. If it is as low as it can get, well time to get a new PC bud

I am running GTA on windows 7 home premium 64 bit and have never had any problems with ELS. Except the fact ELS-H dont work...

And the police were where? Goodness, the police never got on scene. Seems like GTAIV AI police were on duty!
