Have you installed the gameconfig.xml ? https://de.gta5-mods.com/misc/gta-5-gameconfig-300-cars and if you have this error message: "ERR_FIL_PACK_1" install https://de.gta5-mods.com/tools/packfile-limit-adjuster

Does our game still starts? If not maybe your gta folder is named incorrectly. You can also try reinstalling your rageplugin hook and lspdfr, since you already have two folders just copy the one witout mods and install rage/lspdfr again. I hope this helps in any way.

Are you playing via steam ?

You could, if enough storage on the harddrive, have to GTA folders and just rename them e.g. one folder is named Grand Theft Auto V and the other one Grand Theft Auto online. -> After this GTA should start from the modded folder and if you want to play online (unmodded) you just have to rename both folders again. I hope this helped.

Try to disable your antivirus. On my end windowsdefender seems to have a problem with eup

You can try disable ypu Anti Virus this helped in my case
