GTA IV - My new police car setup, Blue lightbar on LCPD CVPI, look here!
That actually depends on where you live. Where I live, construction vehicles and tow trucks also have red and blue lights.

GTA IV - My new police car setup, Blue lightbar on LCPD CVPI, look here!
Many agencies in the eastern half of the United States use blue for police and red for fire/ems. I spent many years living in Georgia and Florida and both areas I resided in used that set up so I have to admit I'm partial to it. Though the agency I work for now uses red /blue so that's sort of growing on me...

ELS Major Problem
Is your friend using ENB or any other graphic mods? I found that when I installed any ENB or ICEnhancer, I had this problem of having to click the ELS keys multiple times to get the lights to turn on or off.
- Breathalyser script (plus traffic management command)

How the...?
Smooth. Pretty typical of the drivers in Liberty City... Always gives our traffic units something to respond to.

Harbor County Department of Public Safety (Role Play Group)
No, we are separate communities that operate independently. The joint community game night was one of Chatford's recruiting idea's that they graciously invited us to attend so perspective members looking for more information on joining a community in general could gather information from two different groups and perspectives. No two communities are alike and each perspective member has a different idea of what they are looking for in a community. Considering what seems like a never ending number of new "clans" that pop up each day, providing potential new members with as much information as possible about the different options available to them was something both community leaders agreed was an excellent idea.

gtaiv: cannot tab out and then back in - leads to a crash
I use a program called Overwolf when I'm playing GTA. Overwolf gives me internet browser access and full Teamspeak 3 functionality within GTA so no need to Alt Tab out.

Harbor County Department of Public Safety (Role Play Group)
Thank you for the feedback, we have spent many months putting our community together and are proud to hear that people like what they see. It's a mixture of both. We work together to capture NPC criminals and conduct traffic stops through the use of LCPDFR, and some of our more creative members use the Simple Native Trainer to spawn objects, peds and items to role play a scenario like a motor vehicle accident, vandalism, narcotics activity, etc. We also do have a dedicated civilian player team that helps to add some variety and give us a chance to interact beyond pressing the "E" key to arrest someone. Our civilian team also creates sometimes elaborate, ongoing criminal investigations for our Detectives and Tactical Response Unit, as well as the patrol division to follow up on. It is normal not to receive an email, we have received both of the applications you submitted. When you submitted your application the website should have displayed a confirmation message which is why we don't send an email. We apologize for the delay but we are working our way through an overwhelming number of applications as fast as we can. Usually we receive applications and add them to our "to do" list within 24 hours of their submission, at which point our background investigators go to work and begin verifying the information provided on everyone's application. This process usually takes between 24-48 hours once the investigators receive the application. Once they post their findings, our staff meets together as a council to ensure impartiality and makes a collective decision on whether to invite the applicant for an interview. Best case scenario this process takes about 12 hours if everyone happens to be online and available once an application is received, but when real life gets in the way it can take up to 72 hours (for example one of our staff members is an airline pilot in the real world so he leaves town for up to 4 days at a time and doesn't always have internet access to help process applications). Again, we apologize for the delay and we are working as fast as we can to catch up on all the applications we have pending. You will hear from us as soon as possible, thank you for your continued patience.
