I think you may be right about it being EUP menu then. Can you try open the RPH console (F4) and type loadplugin LSPDFirstResponse.dll and see if it crashes? The idea is to load LSPDFR without EUP menu

Double check it is installed correctly You have compatibility warnings for Traffic Policer and Police SmartRadio. However, I wouldn't worry about that unless you have issues with those mods specifically. As for your crash, they are caused by the following errors: The first seems to be related to MoreRadioChatter, so make sure that is installed correctly! For the second, make sure LSPDFR+ is installed correctly! If after that it still crashes, please upload the new log please

Okay, that means that one of the mods in your mods folder is causing the crashes. The downside is that there is no log reporting for mods folder mods. So you will have to remove one at a time and test until you find the one causing the problem

Make sure as well that there are no LSPDFirstResponse .dll or .pdb in the main game folder, they should be in the plugins folder only. Update and see if it still crashes, if it does, please upload the new log

I don't think you can update directly from Windows 8, you'd have to obtain the iso for Windows 10
