Okay, open commandline.txt in your game folder and add -log to it. Then start GTA normally and load into singleplayer, and then start RagePluginHook.exe Please then upload the generated RagePluginHookLauncher.log and if it works, the RagePluginHook.log please

If there is no log file being generated then it is likely being blocked by something on your pc. Check your Windows Security/anti-virus and make sure you add the game folder, and then RagePluginHook.exe as exceptions

Something isn't right with your base game then, nevermind with mods. I suggest removing all mods, and verifying the game files again. Have you modified any of the original .rpf files?

Hello, After reviewing the videos I am curious, is that framrate accurate or just while recording? If so, it could just be a consequence of low framerate. Otherwise, do you have any visual mods installed?

This doesn't sound like normal LSPDFR AI behaviour, likely another mod or plugin causing it. Do you have anything installed which could affect ai behaviour?
