To be completely honest this not news to me. Here in Albuquerque, we have had almost 30 officer involved shootings since Jan 2010, 3/4 of them fatal. Toronto is larger than Albuquerque any day of the week. It is really surprising that Toronto PD seems very under trained. Any way, if you wanna hear more of my rant, feel free to PM me.
