The crash  on F11 apparently happens with some people.
I changed the button in the EUP.ini from F11 to something else and that seems to work. But better is, if you don't have it yet, to install Skin Control plug-in. Let's you use all the same stuff you can use with EUP. Also make sure  EUP is updated.

You say windows defender is off, but are you sure you don't have ANY other anti virus like Avast, AVG. Bit Defender, etc?

Wasi, I believe I've told you before, please do not PM me for support or PM me to read your thread.  Double check your anti-virus and see if it needs to be updated.  If it doesn't, temporarily disable it and try loading into Rage.

If you launch as administrator do you get the same result?

You can also right click RagePluginHook.exe and run as admin.

This is interesting.  Previously a lot of users were reporting LSPDFR taking too long to load, which caused crashes.  In some of those cases, the issue was that their anti virus updated and they hadn't updated.  Wasi, please be my tester for this and check your anti virus for any updates.  If there is one, update.  If there isn't, temporarily disable your anti virus and launch via Rage to see if it works.

You said it's LSPDFR that crashes, however, your log doesn't indicate that.  Is the entire game crashing?

Are you able to load the game via the GTA5.exe?

You've posted before and your game was working.  What did you add or do recently to your game?

Go to the RagePluginHook Settings ---> Game settings ---> Command line switches check "Force Windowed mode" and "Force DirectX11" then save and launch.  You can change back to full screen once in game.

What I posted shouldn't be causing crashes.  Go back into the settings and uncheck forced windowed mode, then try again.

To make things easier, please attach the Rage log as a document to your next post. (don't post the whole log, please)

Not yet.  In your main GTA V directory is RagePluginHook.txt/.log, please attach the document.  The way you posted the log makes it difficult to read.

Your crash is being caused by Police Smart Radio.  I advise removing this plugin.  You can try to reinstall it, but chances are you'll have to go without it if it still doesn't work.

It seems like the issue might be with Albo and his mods specifically.  I've had several people who've had issues resulting from his mods.
