    that pack has it's own install instructions regarding skins, please read it. You have to put in the reflective textures too, which I included in the .rar I can try

    If you find me a model that can do reflective, I'll upload the texture immediately. Real department doesn't use those, so I'd have to invent the skin design

    Hey guys! Believe it or not this is my 28th release... I really think I should be getting a medal at this point. Anyways this one is based on Lincoln PD from Oregon. I've also included reflective textures for some of you who like that kind of stuff. Please do not rip-off and/or re-upload these textures. Have fun policing. In the pics are some of the vehicles from these packs:

    Exactly as you said themed as Houston, but file clearly says LSPD. If you're looking for HPD it's already made and you can find it on the site
