Given that GTA now has two instances, probably not much. Unless the legacy version receives an update on the 4th simultaneously to the enhanced edition.
 

Don't really know it is more of a wait and see kinda thing. As a rule of thumb alaways backup your game and mods before any up date.

I prefer Compulite for the menu system that seems less buggy than the Computer+ computer format. However, that bugginess may have been fixed in Aschtar's release of Computer+.

Download gameconfig and choose option that you need.. every folder has own multiplier for vehicles and peds so choose wisely and adapt for your pc performance

Imo there is no such a thing like "the best" - same as other plugins (callouts or anything else) - everything have nice implemented feautures and as long as its updated/made fine enough to not crash game - it's fine and worth to try it

So the crashes are coming from ScriptHook. Until they can come out with a release that works you can use " ScriptHookVDotNet-v3.6.0-nightly.92". It is a nightly build and is verified to work.

Because either you calling Air unit or it was attached automatically to pursuit. Anyway, delete HeliAssistance and you'll be happy.
For some reason HeliAssistance cannot detect that Spotlight is installed and crashes with the reason "Сould not load file or assembly Spotlight"

As dozel mentioned, heliassist thinks, spotlight plugin is missing.
this is a known bug.
you can try to reinstall both spotlight and heliassist.
