Or consider the possibility that their officer(s) were in that part of the country for a conference and they for some strange reason drove instead of flew (unlikely). If that was the case though, the could have stopped for an accident or disabled motorist or one of 1,000 different reasons. But of course no, they would not have any jurisdiction or power to enforce any law outside of their own state.
