I suggest reaching out to the EUP developer to provide you with a clearer answer. All my modification does is enable what's installed to OpenIV EUP Law and Order and Serve and Rescue to respond as a backup unit.

I'm not sure, I don't use custom EUP. I'm unsure what EUP you're using or what textures you'd like to change. You would have to ask the developer of the EUP for the specific pathway in OpenIV. Maybe you aren't removing the existing zones when adding new regions?

Are you using custom EUP? If so, you can replace the textures in OpenIV.

Have you had any luck with this?

1. Backup all of your files! 2. Drag and drop all contents of the "Grand Theft Auto V" folder into Grand Theft Auto V 3. Replace all files if prompted to do so 4. Ensure the data folder is installed to lspdfr\Data 5. Ensure the Ultimate Backup folder is installed to Plugins\LSPDFR\UltimateBackup 6. Install Law and Order EUP 9.3 7. Install Serve and Rescue EUP 9.3 Additionally, using another script such as EUPFR or any related script that customizes XMLs for backup configurations will lead to conflicts running the mod.

The modification I created has its own backup settings. Using EUPFR or a similar mod will conflict with these settings. The Blaine County Sheriff is supposed to patrol in Blaine County, while the Blaine County EMS is supposed to respond in Blaine County. However, it seems that using a different mod is conflicting with the game's backup settings.
