Yes, the custom folder automatically applies changes to the LSPDFR data settings. You only need to change Ultimate Backup files, if you use Ultimate Backup. You go to agency_eup.xml and under the patrol section, you can replace what vehicles respond. agency.xml isn't made for EUP uniformed peds as it is formatted for replacement peds you see in story mode.

You can make these changes in the agency_eup.xml file, but liveries won't work in Ultimate Backup.

Rangers specifically respond in the Grand Senora, designated as a national park zone. To remove the regions, you can edit the regions.xml file. Navigate to the NPS section and change "DESRT" to another department. Then, move all "DESRT" lines from CustomRegions.xml to the new department.
