Your game installation is likely corrupted. Verify your game files through Steam or your purchase source. If that doesn't allow the game to boot, the issue may be with a DLC pack you've installed.

I just checked the EUP downloads page on this site, and it still shows version 9.3. Where did you get the information about a newer version? If you've found a bug, please let me know so I can look into fixing it. Thanks!

You will need to modify the XML files to match the vehicle slots you are utilizing. I've attached a list of vehicle slots in the Vehicle Info.txt file. Here are a few examples of vehicle slots that can often lead to misunderstandings. Police 3 and Police 4 are used by the SAHP, but some users install police vehicles in these slots. Additionally, PRanger is meant for park rangers who are found in park areas. Depending on your exact location, it may seem like they shouldn't be appearing there. For example, to have the sheriff's office show up, you must be within the Sandy Shores area, but make sure to move closer to the Alamo Sea or the Grand Senora to allow the park rangers to spawn.

As you mentioned, most FiveM MLOs these days are encrypted, but there used to be a way to convert maps with this DLC creator tool. I linked a tutorial video below which is one that I used in the past to convert maps as it can explain it better than I can. It's worth a shot, but it may not work with paid maps especially since it does not guarantee you won't encounter invisible walls or falling through the map related issues. Also, this is a good map alternative to paid ones, and you can likely change the position and heading coordinates and it should register for you to enter the duty locker room menu. I don't believe this map moves the jail cells from the original map, so you should be fine updating stations.xml. I haven't installed maps to LSPDFR in a long time, but this is what I remember on how to install them. I hope this helps. https://www.gta5-mods.com/maps/community-mission-row-pd
