Someone already said it, but LSPDFR's focus was "let the community make mods for it". They didn't add a lot of features by default because "they didn't want to take away from devs who make addons." The problem is that G17 didn't find a balance between having features in LSPDFR and leaving the door open for devs to make addons. You can play LSPDFR vanilla with no other plugins (excluding callouts), but do you want to? No, because vanilla LSPDFR gets boring fast due to a lack of features.
I don't expect G17 to add EVERYTHING to LSPDFR, but the basics would still be nice. I love Bejoijo and his mods, but lets be honest here, he shouldn't have to make plugins that add in basic and core features of being a police officer (examples: spike strips, a proper backup system, in depth vehicle and ped searches, etc). LSPDFR should have enough vanilla content that if we don't want to use a third party plugin, we don't have to. Using mods like Bejoijo's and Rich's should feel optional, not forced because LSPDFR barely has anything.
We are honestly at a point where people can make (or already have) a list of MUST HAVE mods to make LSPDFR more enjoyable, implying that by itself, LSPDFR isn't fun. Instead, these lists should COMPLIMENT LSPDFR's already fun experience.
