Keyword search ELS and look for your issue, it's close to the top of the ELS section -

err_fil_pack_1 indicates corrupt game data. What did you recently add or do to your game?

Load the game via the normal GTA V.exe and try to leave Michael's house. Does it still happen?

Those are ALPR cameras. To my knowledge that skin hasn't been made.
