It Is a ELS enabled California Highway Patrol vehicle foRced to the CHP patterns inside ELS, it might be different for you guys who live outside of California and some parts of Nevada but to us it's as normal as any other car

Lights go steady burn in the front because it is a CHP car.... And Idk about the crashing, that might be on your side, I didn't crash and I had it in my game for 1hr+ and @winglesschip209 just took screenshots of it and no mention of a crash

Door shield is WAY to big, also that isn't the right shield for that car, it should be the Oakland School Police Shield, because only School Police has that charger. Source: Live in Oakland
