Heh, but no one knows the requirements yet, but we can probably expect something along the high lines as you stated.

I hope the government likes anime and YouTube because that's all they're going to get from me. 

While I do agree that some degree of surveillance is necessary to prevent crime, everybody should have the comfort of privacy in their homes.
 
Besides, if government changes into more authoritarian one, that information can be used against not only criminals, but also all those who stand up against the oppression.
