Thats not possible cause its a skin pack. there are plenty of slots and plenty of cars thus making it useless cause it´ll most likely not fit with all people.

It doesnt appear to load correctly. The in game message said that it couldnt detect an English locale file? I should note that I am Dutch, but I dont know what I can do to fix it?

This definitly needs some work, but thats obvious cause its your first. Ill give you some advice on how to improve your work. 1. Resize every template you work on to 4096x 4096x, this makes it 4k. 2. Never enlarge an image unless you use photoshop (dont enlarge it too much) 3. Hold shift whiles resizing for the image to stay in shape. 4. DO YOUR RESEARCH! Very important to view every angle of the car so you can properly skin it. Thats pretty much all I got for you, enjoy!
