Er..Now no. It looks like when LCPDFR works, So does ELS. And when it doesn't, No mods work. It seems to be a hit or miss thing, One time I started the game and ELS and LCPDFR worked, The next time I started it nothing worked.

Hm. LCPDFR with ELS and that car mod seem to be working fine now ...That was odd...
