You are not using it wrong, but something is wrong with your current install or mods folder.

@billiarboy I am not insulting you, I am just concerned that you thought you needed to buy another copy of GTA V to get a fresh install, while you can simply uninstall and reinstall the game, So yeah I don't feel confortable wasting time helping you...and by helping you I mean teaching you everything about mod basics from A to Z and not only mods but just games in genaral, you don't buy a new copy in order to clean your games, so don't tell me you know what you are doing or that any other mods are working fine. Saying you installed it correctly won't change anything, as you probably haven't intalled correctly (or it would work), my biggest hint is that you are not using a mods folder. From the first topic, that you HAD to read BEFORE posting:

No don't worry about it, I am quite thankful, I do know written cusomer service is not my strongest ability, (I learned from rockstar support) But, to answer your legitimate question: We've got it planned, this was already planned before we even get a lot of requests for it, yes I do not have pictures or have it written aywhere, If i would update the mod page just to add a few things, some people will think the mod got updated and get all confused and even reinstall the mod and get fail installs or smth, even though the changelog is the same. The green jacket even though it's something I considered myself, you are the first one to request it, but I don't think I will consider it no more, because I don't see this jacket being useful, I'll be able to judge more when EUP comes more to a final stage and also there is currently no model (3D) that could do could fit for this purpose. -
You have my mind blown, whish i had that time to make such constructive reply. (I am not piss btw, thought I was just poking fun at you) and my mistake but I really thought you personally already asked about this and you were making a joke, because the SAHp blue uniform commercial thingy have became a running gag. Among what's the release date for EUP? or Will you fix the badge so it's LAPD, the one in the current pack is not correct.

Oh don't take it the wrong way, It's usually how it goes anywhere, when someone show case army mods. Everything in this gallery is Work in Progress and not final product and as much as I would like to make it 100% accurate there is game limations I can't overpass . -
Looking at the comments and I am thinking that's why I don't want to include military in the first place or even showcase the development Ok how ? I am all ear to hear your solutions to change the collar shape and add red outlines on a shitty texture template To be honest I am just gonna remove the Marine dress uniform and keep the USMC alpha green one
