I've made a carcols a while back that just seems to work really well on pretty much any car you throw it on. Here's a demo of it on my Kansas cars, no edits were done to the cars.

sorry got so confused I meant I didn't have it and it was apart of helping the issue, now it runs okay :)

First of all thank you for using the information that the guidelines.
Secondly, I and a few other people had this problem and I found that removing Keep Calm helped a lot.

There are two plugins I have that seem to calm to game down quite a bit for me, Keep Calm which reduces panics by AI when shots are fired, and Safer Chases which helps control the AI's when in pursuits so they don't ram you constantly. As for the violence / shootouts, they could be ambient events, but unless you changed something in the ini these shouldn't be overly common in your game. I would try those two mods and see how much you game has calmed down. If not, check through your ini files and see how many of them have ambient events, in most cases you can change how often they spawn.

I'm having an issue with LSPDFR. While on duty, there's always people just randomly fighting in the middle of the street, shootouts everywhere, every time, and AI cops come slamming into other AI and sometimes into me. anyone know what's causing this? It was peaceful before I started adding plugins lol.

I don't think you can deny them actually, I think if you just don't accept the callout it will go away as A8 stated.

Press F4 to bring up the Rage Hook Console, then type "Load Plugin..." and the mod you want to load. For example since you're using the Speed Radar mod, type "Load Plugin SpeedRadar.dll" and then click enter (NO QUOTES!)

Yes the Patch matters because when there's a new update to GTA V it usually breaks Rage Hook.
