If you using mod what is overwrite AdvancedHook.dll, dsound.dll, Scriptshook.dll that bad because the LCPDFR need too the AdvancedHook.dll, dsound.dll, Scriptshook.dll to work perfectly

I think you are using one Callout+ mod,and i found missing files,errors, reinstall the LCPDFR

Reinstall the LCPDFR and copy from the Simple Native Trainer folder just the Trainer.asi,Trainer.ini,changes.txt,readme.doc

One more idea, you have Simple Native Trainer, Airbreak out of the station and choose with SNT cop car

You installed automatic or manual the LCPDFR? if automatic try with manual maybe that solve the problem

I think this is a bug something about this "Out of memory" or you used a mod what is not compatible with your GTAIV/EFLC version or the mod overwrited any file(s) what is needed to the LCPDFR work Are you using mods what is overwrite AdvancedHook.dll, dsound.dll, Scirpthook.dll?

You can find in the internet a lot of GTA IV backup files just write in your search "GTA IV example.dll backup" that's all and me too had this at the first time :D

And if you select cars with trainer?

The trainer have dsound.dll,advancedhook.dll etc files what need the LCPDFR to work to the trainer work enough the Trainer.asi Trainer.ini changes.txt readme.doc That's all maybe the trainer overwrited the LCPDFR's advancedhook.dll, dsound,dll,Scripthook.dll if you copied the whole trainer to the GTA IV main folder

Maybe both of you installed wrong the LCPDFR, i looked around and the SMPA60 everywhere in the original Rockstar games forum (https://support.rockstargames.com/hc/en-us/articles/200145266-How-to-fix-GTA-IV-FATAL-ERROR-SMPA60-in-GTA-IV-for-PC) and this by 1 if your modded car installed wrong so maybe you or your friends have a mod or modded car what is wrong

I have one more idea: try that kill every NOOSE with mission helper and use in the Simple Native Trainer that ---->Teleport---->Teleport to waypoint and mark the roof with the waypoint
