Or using mods? Mods can lower the available memory and slow down the models from loading, including peds.

The only real solution is to run an unmodded game. GTA IV was built not to be modded.

No. That's a bug. It works the same as the code4 callouts. If the available memory (usually because of ELS), the ambulance cannot be spawned and will display this message. Try without ELS/modded cars.

Actually, for a GTA IV method it was great, but in life you'd have crashed your own police car as well -- bad idea.

It will be possible in the next version to call for a prisoner transport, actually, it is not possible to have another car transport the suspect but you can still call backup with ALT+B.

In most cases, the textures problems (grey and transparent map) are because of too much high polygons vehicles.
