Try going into windows or av firewall and then disabling internet access for GTA5

To open the file you have downloaded, you are required to install WinRAR, WinZip, 7Zip (Whichever you want) and make sure that is installed properly to open the file, if you downloaded the automatic installer then run the installer that will install it, if you have any issues, pleas post them in the support section (Check if others are having the same issue and folllow advice (if there is any)) Hope that's a good guide on installation....

Mobile Chrome, Mobile Mozilla, Mobile Aurora all of em have this issue... (Just Saying, I've set my phones CPU to have a higher min, so most of the time it runs at 1.3ghz, if that helps)

No no, My phone gets 1MB per sec from router, router 8MB pers sec.

Well, My PC gets 7mb/s out of my 8. Navigating the site still has a delay...

The way we can help you is if you could upload your LCPDFR.log to a file hosting sit (eg. Dropbox)

Navigate to Drive:Program Files (x86/Rockstar Games/ Grand Theft Auto IV/ScriptHookDotNet text file, Scripthook text file, Advanced Hook+Init text files. And if you have LCPDFR installed, LCPDFR text file... Please upload that file to a file hosting site (eg. Dropbox) and provide a link here for use to analyse. GTA IV is very unstable in the first place so this may be a problem out of our hands.

Could you please , head to the control panel programs and show a screenshot of all the VS distributables. The redist that you require to run the LUA plugin is the x64 version of this: https://www.microsoft.com/en-us/download/details.aspx?id=40784 It would be best if you installed all the VS redists before this, because some programs, LCPDFR require older versions
