The current and previous versions of LSPDFR have all only had 3 callouts (In Pursuit of Armed Suspects, Grand Theft Auto, and Pursuit) I believe, which all, in the end, do turn out in you pursuing the criminals. However, if your issue is only getting callouts under the category "Pursuit" then I do not know what could be going wrong. 
 
Now, for your second issue, what are the details? Does it crash on launch? Does the RAGEPluginHook trainer not show up? Details like this will help us figure out what the root of your issue is.

Could we please clean up what is going on with regard to LSPDFR threads/news on here? There are a lot of people like myself who come to the site once a day or so to find out official news and statements by Sam and the crew and right now there are 3 open threads in LSPD Updates & Information with people rambling on for pages about topics that have nothing to do with LSPDFR Updates & Information. 
It makes it hard to find out what has transpired since the last visit.

Oh no. My patch senses are tingling.
If a lot of people are getting these lag spikes, guess what could come... a patch. A patch could REALLY do some damage to mods, and might take much longer to get everything fixed. It's also probably going to be horrible timing for LSPDFR if a patch is released. Let's hope this is not the case

this update caused my game to have lag spikes which I did not have before I never cared for these dlc since they add nothing to the game

Apologies, I could've sworn that was what that meant. Perhaps it didn't, either way I don't want to stir up more crap than I already have (Gotta admit though, I'm good at it.
