If you start steam as administrator it doesn't mean it will start child proccesses (EFLC) as administrator this is becuase the of the way windows/microsoft works Anyhow, hope you find your solution. Keep the peace, weskey007

Well as far as I can see it tries to access either a file or a part of it, but for some reason it cannot access that. Can you try running the gta launcher as administrator without steam (goto the install folder e.g. "C:program filessteamsteamappscommonGrand theft auto episodes of liberty cityeflc" then rightclick launcheflc.exe and select run as administrator) That should sort it out if it cannot access the data due to invalid permissions. could you upload the lcpdfr.log it is in C:Program Files (x86)SteamsteamappscommonGrand Theft Auto IVGTAIVlcpdfrlcpdfr.log (not 100% sure since I am not on my gaming pc) if you need a simple upload website I would recommend: http://pastebin.com/ you can just paste the contents of the .log file in the textarea, give it a name, click submit and send us the link.

Maybe a stupid question but did you try pressing Left ALT Key and P Key in-game? Since the logs seem fine you just need to use the shortcut (ALT+P) to activate the mod Keep the peace, weskey007
